Parents Teachers Council
With the significant growth of the Navodaya Vidyalaya Scheme, it is necessary to reconsider and restructure the role and function of the Parents Teachers Council (PTC). The goal is to transform it into an institution that can work alongside the Navodaya Vidyalaya Samiti to foster the development of the Vidyalaya. This council can contribute to reducing grievances and enhancing the institution’s standing as a key and liable stakeholder. The initial step taken in this direction involved altering the arrangement of PTA to PTC. The PTC comprises:
- Principal of the Vidyalaya — Chairman,
- Vice Principal of the Vidyalaya – Member Secretary,
- Five teacher representatives, nominated by the Principal, with at least two female staff,
- Nomination of 15 representatives, by the General Body of parents with female-male ratio in proportion to the count of girls and boysÂ
The Regional Deputy Commissioners have the responsibility of organizing at least two General Body meetings every year. Each cluster of 10-12 Vidyalayas is supervised by an Assistant Commissioner. During the first PTC meeting, the Assistant Commissioner is expected to explain the plan, purpose, and duty of the council to its members.
Redressal of Students’ Grievances
In all the Navodaya Vidyalayas, there is a certain way to meet the complaints of the students. Students can inform the administration of their problems through the Students’ Grievance Box. It is an effective approach to provide remedy for the complaints and objections of the students. This effective move further gives the students chances to take part in different academic activities. The Students’ Grievance Box is a sealed box, and the officer nominated by the District Collector holds the key. Every month in the first week, the nominated officer analyses the concerns and inconveniences put up by the students. With the use of the Students’ Grievance Box, a variety of objections gets a proper assessment by the Headquarter/Regional Office. Therefore, the inconvenience and requirements of the students gets redressed timely.

Navodaya Leadership Institutes
The Navodaya Vidyalaya Samiti has set up “Navodaya Leadership Institutes” which fulfill the necessities for training. There are six such centers of training. They are located at Amritsar, Goa, Udaipur, Puri, Kamrup and Ranga Reddy. A “National Navodaya Leadership Institute” is at Noida the headquarters of Navodaya Vidhyalaya Samiti. The Navodaya Leadership Institutes at Amritsar, Goa, and Ranga Reddy comprises of sub-campuses, respectively at Chandigarh, Goa-II and Guntur.
Objectives of Navodaya Leadership Institutes
These training Institutes are meant to fulfill following purposes:
- Prepare and arrange different sort of in-service courses for the teachers of Navodaya Vidyalaya after recognizing their training needs.
- Make the teachers accustomed to the latest technology of educational and build teaching aids which are economical yet effective.  Â
- Provide confidence to bring together new way of carrying out tests, action research, modern practices, survey project and so on.
- Assess the performance and method of the Navodaya Vidyalaya System and provide recommendations for enhancing its effectiveness.
- Serve as a central hub for promoting value-based education across Navodaya Vidyalayas.
- Manage a relevant database for the JNVs in the area as the data might be vital in planning purposes for the Vidyalayas.
- Responsibility in serving as a central repository for information on the outcomes of researches, studies, innovations, etc. related to school education, regardless of where they were conducted.
- Create assessments, question repositories, evaluation criteria for diagnostic testing and remedial programs, talent recognition procedures, and other related guidelines.
Student Strength
The leading motive for setting up Navodaya Vidyalayas was to endow with contemporary education. Children having talent from rural areas are by and large believed to gain quality education in these Vidyalayas. Selected students from rural areas in a district mostly get admission here filling 75% of the seats. For students belonging to the SC/ST categories, seats are reserved as per guidelines laid.
At the finishing of 2022-23 of Navodaya Vidyalayas’ academic session, the total number students on the rolls were 287,568. Similarly, an average of 15% of SC students and 7.5% of ST students were on the rolls of these Vidyalayas. Accordingly, students of rural India particularly girls along with SC & ST students are more in numbers in the Jawahar Navodaya Vidyalayas. Such a outcome has attracted applaud of the Standing Committee of Parliament on Ministry of Education.

Migration of Students for National Integration
The Navodaya Vidyalaya Scheme’s exceptional quality is student migration. Students get migrated from one linguistic region’s Navodaya Vidyalaya to another’s. Such an aspect helps to improve the perception of India’s cultural and ethnic diversity.
As per this JNV Scheme, in one academic year, 30% of students get migrated from one Vidyalaya to another. The migration carried out is particularly for Class-IX students.
Migration of students usually happen in-between districts of Hindi-speaking and non-Hindi-speaking. The scheme which started in 1988-89 with just 2 Jawahar Navodaya Vidyalayas and 31 migrated students has gradually become very much successful. In the last 28 years, it has turned out to be a tale of big accomplishments in India’s education system.
Migration and Three Language Formula
The migration or exchange plan of 30% of students at the Class-IX level is vital to the objective of Samiti for promoting national integration. It involves linked Navodaya Vidyalayas from diverse linguistic regions. The migration of students is a plan for one year. The migration plan makes available carrying out the Three Language Formula.
In those Districts or areas where Hindi is spoken commonly, a third language is also taught. It is very much related to where students are migrated. The third language of students who migrate from a Vidyalaya of a Non-Hindi area to a Hindi-speaking area is 30%.
The third language is obligatory for all the students of Navodaya Vidyalayas. The standard Three Language Formula which is Hindi, English and Regional Language, is pursued in Non-Hindi speaking areas.

They aim to recognize and nurture the children from India’s rural areas who are exceptional, brilliant and talented. These Vidyalayas intend to carve a niche and lead the way for the accomplishment of national objectives. They also want to be the leader of the Secondary Education System in India.
The Navodaya Vidyalayas originated out of a progressive perception. The initiative was to lend its capacity in creating an institution that would offer superior vibrancy in a student’s educational pursuit. This institution aims to provide instilling of morals, knowledge about cultural values and proper understanding of environment. The Three Language Formula is for the students to gain realistic standard of proficiency in languages. The Vidyalayas of every district perform as crucial platform of education for developing the quality by its share of familiarity and conveniences.
The Jawahar Navodaya Vidyalayas are gradually becoming hubs of outstanding human resource and educational brilliance. The students are getting acquainted with ethics of humanity, values of culture, social unity and steady communication with people living alongside.
The academic excellence of Navodaya Vidyalayas gets reflected in the results and records of the exams conducted by CBSE. This signifies that the Navodaya Vidyalaya Samiti is aptly moving towards its designed goal. The students of Navodaya Vidyalayas have constantly outperformed CBSE averages in Class-X and XII exams. These students even have good placement records.
Jawahar Navodaya Vidyalayas make all attempts to increase skill among the students. This leads to successful development of character. Students excel in scholastic and non-scholastic areas. NVS students have higher average and pass percentages than Kendriya Vidyalayas as well as other private schools.
