About Navodaya Vidyalaya Samiti
The Navodaya Vidyalaya Samiti, or NVS, is a self-governing organization. It gets affiliated with Govt. of India’s Ministry of Education, Department of School Education & Literacy. This Samiti or organization is responsible for carrying out all the steps required in promoting the Navodaya Vidyalayas.
The Navodaya Vidyalaya Samiti not only sets up new schools but also administers, upholds and regulates them. The Samiti also needs to oversee the residential facilities of the students. Accordingly, they establish, maintain and run the hostels of Navodaya Vidyalayas.
Navodaya Vidyalaya Vision
To discover the unsurpassed talent from rural India, the National Policy on Education 1986 proposed the creation of residential schools. These schools were named Jawahar Navodaya Vidyalayas.
To make children advance quickly and without obstacles, they must have access to high-quality education. Their inability to pay for education shouldn’t hamper their growth. The children from rural India receive an effortless opportunity in Jawahar Navodaya Vidyalayas. Proper education would make such students enjoy a fair chance like other students from urban areas.
To bestow excellent education as par other residential schools is the main aim of Jawahar Navodaya Vidyalayas. The approach of selecting gifted children from rural areas is significant. It is what makes this system unmatched & incomparable, which got initiated as an exceptional experiment.
Navodaya Vidyalaya Mission
The Navodaya Vidyalaya undertakes to give better facilities for education throughout the entire country. To achieve the goals, this system of education uses a widespread medium. The medium carried out Hindi and English.
The common core curriculum ensures comparable standards and promotes the common tradition of Indian communities. National integration gets endorsed by bringing students from diverse parts of the country to every Navodaya Vidyalaya. This education system serves as a crucial platform for developing the worth of school education.
The objectives meant to be attained by Navodaya Vidyalaya also include instilling strong morals among children along with a proper understanding of the environment. Make the children aware of physical education as well as adventure activities.
Salient Features of Navodaya Vidyalayas
Merit Based Admission
On the basis of an assessment test, gifted children are given admission to Navodaya Vidyalayas. The test is known as JNVST or the Jawahar Navodaya Vidyalaya Selection Test. This entrance test is under the complete responsibility of CBSE. In the beginning NCERT used to administer these tests. All over India, this test is conducted ever year at block and district levels. The JNVST is created in such a way that it makes sure that candidates don’t face inconvenience while trying to crack it. This is an objective kind of test, without any categorization of class and doesn’t include any verbal test.
Reservation of Seats
The key focus of JNV is to provide admission to rural children. That is the reason why 75% of seats are reserved for them. The SC & ST children have seats reserved proportional to their district population. Students belonging to OBC have an additional 27% reservation. 1/3 of seats are set aside for girls whereas for disabled children 3% of seats are reserved.
There are also conditions for reservation of seats for physically disabled or Divyang children. The conditions defined for such children are Visually Handicapped, Hearing Impaired and Orthopedically Handicapped as per the norms of GOI.
Co-educational Residential Schools with Free Education
The Navodaya Vidyalayas are CBSE affiliated and provide free residential education. A student can take admission in Class VI with options for lateral entry in Classes IX and XI. NVs are co-educational institutes and provide boarding, lodging, uniforms, textbooks, and transportation without any cost.
As a Vidyalaya Vikas Nidhi, a nominal fee of Rs.600 per month is charged from students of Classes IX to XII. However, there are exemptions for the categories listed below:
Each and every student from Class-VI to VIII,
All the female students,
Students enlisted in SC and ST Category,
Students who are from BPL (Below Poverty Line) category.
The Vidyalaya Vikas Nidhi fees for children of Government employees is Rs. 1500 p/m or the allowance parents receive, whichever is a lesser amount. This is excluding the exempted category (listed above).
In respect of wards of Government employees excluding exempted category, VVN is charged either @ Rs.1500/- per month or actual Children Education Allowance received by the parent per month whichever is a lesser amount of.
Adherence to Three-Language Formula
The education system of Navodaya Vidyalayas emphasizes using the ‘Three Language Formula’. The languages that are incorporated in this approach include the regional language, Hindi and English. In the areas where Hindi is spoken predominantly, the third language is the language from where the students have migrated. That language is also given preference in these Vidyalayas.
Medium of Instruction
Till Class VII or VIII, a student will be taught either in mother tongue or in regional language. As the student reaches Class-IX, Hindi or English will be the general medium of instruction.
Promotion of National Integration
Navodaya Vidyalayas aspire to teach morals of national integration by utilizing the migration scheme. This is an exchange program between Non-Hindi and Hindi speaking districts. This program takes place, when a student is in Class 9 for one academic year. The goal is to promote unity in diversity and identifying with of cultural tradition and custom through activities.
Location of Jawahar Navodaya Vidyalayas
Navodaya Vidyalayas are in rural areas nationwide. To establish one such Vidyalaya the state government must provide cost-free land for construction of a permanent building for the Vidyalaya. A temporary building which will be free of rent is also to be provided by the States.
Except for Tamil Nadu, the Jawahar Navodaya Vidyalayas are present throughout India. There are 661 such Vidyalayas in the country with nearly 2.8 Lakh students. Among which a majority of students – 87% – are from rural India.
About Us / Executive Committee
Executive Committee
The Navodaya Vidyalaya Samiti (NVS) administers the Navodaya Vidyalayas. The NVS is an independent organisation that comes within the Ministry of Education, Department of School Education & Literacy, of Government of India. The Honourable Minister of Education is the Chairman of NVS.
The NVS operates under an Executive Committee led by the GOI’s Minister of Education. This committee deals with all the matters and businesses. One of its main responsibilities consists of funding allocation. The Academic Advisory Committee and the Finance Committee are the two sub-committees that support the Executive Committee.
The Commissioner is the administrative head of this committee. The procedures and strategies recommended by the Executive Committee of NVS are implemented by the Commissioner. The Executive Committee also comprises Director of NCERT and Chairman of CBSE.
The Administrative Structure of NVS
The administration of Navodaya Vidyalaya Samiti is led by the Commissioner. The Commissioner brings into action the plans and guidelines proposed by the Executive Committee of NVS.
The Commissioner, at the Headquarters, is supported by Joint Commissioners, Deputy Commissioners and Assistant Commissioners. The other Executive Members to provide her/him assistance are General Manager of Construction, Chief Accounts Officer, and Independent Financial Adviser. The Deputy Commissioners and Assistant Commissioners assist her/him at the regional level.
To scrutinize and administer the Navodaya Vidyalayas, the Navodaya Vidyalaya Samiti has set up 8 Regional Offices. The ROs are in Bhopal, Chandigarh, Hyderabad, Jaipur, Lucknow, Patna, Pune and Shillong.
Establishment of Jawahar Navodaya Vidyalayas
The total number of JNVs that are imparting education stands at 661. In 2016-17, 62 Navodaya Vidyalayas got approved throughout the country. In certain areas where the populations of SC & ST people are very high, 10 Vidyalayas are getting started.
Each district will have a Jawahar Navodaya Vidyalaya according to the Government of India’s policy.
As an exception, three Navodaya Vidyalayas got established in three more districts. Two Vidyalayas are sanctioned for Manipur in Senapati-II and Ukhrul-II districts. The other one would be at Ratlam-II district of Madhya Pradesh.
Every Navodaya Vidyalaya campus is a full-fledged one. It consists of all the infrastructural facilities like classrooms with adequate space, playgrounds, dormitories, and accommodation for staff. It also provides a library, laboratories, workshops and a dining hall.
To start a Jawahar Navodaya Vidyalaya, the requirement is of 30 acres of land at a proper location. The State Government provides this land without any cost. Till the original building gets completed, there should be enough space for the Vidyalaya to get going.
